HERA is a Microsoft Access® application built in 1995, by Cliff Quinn for the Ministry of Small Business, Tourism and Culture's Heritage Branch. HERA provides enhanced access to collections and other information at Branch sites throughout the province. HERA makes full use of the relational properties of MS Access.

The concept of this relational model was introduced by the International Council of Museums/International Committee for Documentation of the International Council of Museums (ICOM/CIDOC) in a publication in 1993, and is the basis of the HERA structure. In addition, two other important models were used: Canadian Heritage Information Network (CHIN) standards for data entry and key authorities lists, and the CIDOC publication "International Guidelines for Museum Object Information: The CIDOC Information Categories" for establishing tables, the fields within those tables, and how a number of those fields are to be used. It should be noted that there is full computability with the standards required for uploading to the CHIN Humanities National Database.
